The owner of this queue does not have sufficient privileges to work with queue

In CRM
1. Settings
2. Customizations
3. Customize the system
4. Entities
5. Email
6. Uncheck "Automatically move records to the owner's default queue when a record is created or assigned" checkbox
7. Save and Publish
